Aruri Government system.


The government of the Aruri Race is a practical theocracy. A practical Theocracy is a republic governed by divine law. This law is simple enough to be understood by the whole population and yet comprehensive enough to form the basis of civil society. As a theocracy is not governed by men, this law cannot be changed by amendment, interpretation or construction. Only an act of God can modify the divine ordinance.

This is the central authority to which all other authorities are subordinate. The central authority has only an enforcement wing as it has no other functions. Funding is provided to the central authority by a 10% tribute paid by all of the subordinate districts. Only the local governments, not the citizens, pay this tribute. Extra resources must be distributed through the plurality of the perishes to provide minimal care of the needy in the multiple of districts subordinate to the central authority.

Daily operations are maintained by numerous smaller representative bodies of elected officials who may not serve consecutive terms in office. No term may exceed 6 years. Under theocratic reliance on the creator God, the republic is ruled by a government of the minimums. Government is permitted no authority which it cannot directly show the need for to the governed population and can, at no time, exceed the mandates of the divine ordinance.

There are many sub branches of the republican system to keep as much power out of the hands of individual men as is practical. The hearts of men are easily corrupted by power and the public is never permitted to forget this. It is forbidden for governments of the subordinate districts to remain in session for more than one quarter of the year within any year. Representatives cannot list their positions in the government as their professions and are required to provide services to their communities in other professions during the remainder of the year.

The seven Grand Masters, the central authority, do not directly govern the population. They are a theocratic federated republic where the districts govern themselves, always trying not to offend the Grand Masters. All of the laws required by the Seven Grand Masters are preached in the temples. Other than that, the grand masters manipulate their subjects more than govern them. Aruri civilians fear the Grand Masters and will act to keep the Grand Masters from having to intervene in the districts.

About 20% of the population is the three military ranks. The T-Cops are technical operations, directly under the Seven Grand Masters. Commandoes in the tactical strike units are the conventional military operatives. Shadows, slave labor owned by the Commandoes of Tactical Command, are the special forces operatives. Shadows, in Special Command, are the top assassins in the known universe. Commandoes resent the Shadows because the Shadows are back stabbers by trade. Shadows do not like Commandoes because Commandoes have acceptable civilian casualties.

T-Cops are the largest group. Tactical Command is second in size. With no more than 3%, the strike teams of the Shadows are the smallest group. Strike teams also have the least functions, although Shadows are the most valuable asset in terms of trade.

T-Cops keep the peace because the Commandoes fear them and T-Cops like the Shadows. The T-Cops are the only group that directly interacts with the Seven Grand Masters. Aside from the three ranks, nobody sees the Grand Masters at all. They remain in their invulnerable fortress, rumored to be able to survive the destruction of their home planet of Firmament. It is only T-Cops who barter the services of the Aruri, "Justice is the main export of the Aruri," with outsiders.
